省外經貿集團 實施人才強企加快追趕超越

陜西省(sheng)外經貿實業(ye)集團(tuan)有(you)限公司多(duo)年來(lai)致力于(yu)對外經濟合作(zuo)業(ye)務,為陜西省(sheng)對外開(kai)放和外貿事業(ye)作(zuo)出了重要貢(gong)獻。集團(tuan)現有(you)員工(gong)2481人(ren)(ren),擁(yong)有(you)中級(ji)以(yi)(yi)上職稱113人(ren)(ren),占專業(ye)技術人(ren)(ren)員的73%,高(gao)級(ji)工(gong)及以(yi)(yi)上189人(ren)(ren),占技能人(ren)(ren)員的68%,大專及以(yi)(yi)上735人(ren)(ren),占30%,碩士(shi)研究(jiu)生以(yi)(yi)上40人(ren)(ren),占1.6%。
人才不僅(jin)是支撐經濟與(yu)社會發(fa)展的第一(yi)(yi)能(neng)動資(zi)源,還是決定企業競爭力(li)和(he)(he)綜合實(shi)(shi)力(li)的關鍵戰略(lve)資(zi)源。近(jin)年來,陜西省(sheng)外(wai)經貿實(shi)(shi)業集(ji)團(tuan)深(shen)入(ru)(ru)學習貫(guan)徹習近(jin)平總(zong)書記關于深(shen)入(ru)(ru)推進人才發(fa)展體制機(ji)制改(gai)(gai)革的重要指示精神(shen),大力(li)實(shi)(shi)施人才開發(fa)戰略(lve),按照(zhao)省(sheng)委(wei)、省(sheng)政府和(he)(he)省(sheng)國資(zi)委(wei)黨委(wei)的總(zong)體部署和(he)(he)要求,把貫(guan)徹好、落實(shi)(shi)好《意見(jian)》,作為當(dang)前和(he)(he)今后一(yi)(yi)個時期(qi)拉(la)動集(ji)團(tuan)中(zhong)心工(gong)作的著(zhu)力(li)點(dian)。始終堅持改(gai)(gai)革開放,堅持穩(wen)中(zhong)求進,著(zhu)力(li)推進供(gong)給側結構性改(gai)(gai)革,提高供(gong)給體系質量和(he)(he)效率,著(zhu)力(li)打好“三(san)去一(yi)(yi)降一(yi)(yi)補”殲滅戰,增強經濟持續(xu)增長新(xin)動能(neng),推動集(ji)團(tuan)經濟實(shi)(shi)現(xian)追趕超越的新(xin)成(cheng)效,確保“十三(san)五”目標(biao)任務全(quan)面完(wan)成(cheng)。
建立健全人才工作領導管理機制
一是建立人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)目標責(ze)任制(zhi)(zhi)(zhi)。結合省(sheng)委、省(sheng)政(zheng)(zheng)府和(he)省(sheng)國(guo)資委“三項機(ji)制(zhi)(zhi)(zhi)”工(gong)(gong)(gong)作(zuo)(zuo)要(yao)(yao)求,集(ji)團(tuan)成立了(le)以黨委書記、董事長(chang)為組(zu)(zu)長(chang)人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)領導(dao)小組(zu)(zu),不斷完善(shan)人才(cai)(cai)(cai)(cai)(cai)(cai)管理體制(zhi)(zhi)(zhi)和(he)運行(xing)機(ji)制(zhi)(zhi)(zhi)。始終堅(jian)持人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)目標責(ze)任導(dao)向,把(ba)各子(zi)公(gong)司主要(yao)(yao)負(fu)責(ze)人作(zuo)(zuo)為人才(cai)(cai)(cai)(cai)(cai)(cai)目標責(ze)任制(zhi)(zhi)(zhi)的考核(he)對象(xiang),逐步(bu)(bu)提(ti)高人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)在年終考核(he)中的分(fen)值權重(zhong)(zhong)(zhong),在集(ji)團(tuan)系(xi)統形(xing)成重(zhong)(zhong)(zhong)視(shi)人才(cai)(cai)(cai)(cai)(cai)(cai)的濃厚氛圍。二是提(ti)高人才(cai)(cai)(cai)(cai)(cai)(cai)決策的科學化水平。按照層(ceng)次分(fen)明、界定清晰、相(xiang)互銜接(jie)的原則,從(cong)頂層(ceng)設(she)計集(ji)團(tuan)人才(cai)(cai)(cai)(cai)(cai)(cai)戰(zhan)略,理順人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)思路(lu),既避(bi)免(mian)人才(cai)(cai)(cai)(cai)(cai)(cai)空檔,又規(gui)避(bi)人才(cai)(cai)(cai)(cai)(cai)(cai)重(zhong)(zhong)(zhong)復交叉(cha)。三是進一步(bu)(bu)發揮組(zu)(zu)織(zhi)(zhi)(zhi)部(bu)(bu)門(men)的牽(qian)頭抓(zhua)(zhua)總作(zuo)(zuo)用。集(ji)團(tuan)各級組(zu)(zu)織(zhi)(zhi)(zhi)部(bu)(bu)門(men)抓(zhua)(zhua)人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo),重(zhong)(zhong)(zhong)點(dian)落實“四管”“六抓(zhua)(zhua)”的重(zhong)(zhong)(zhong)要(yao)(yao)職能,即:管宏觀、管政(zheng)(zheng)策、管協調、管服務(wu);抓(zhua)(zhua)戰(zhan)略思想研究(jiu)、抓(zhua)(zhua)總體規(gui)劃制(zhi)(zhi)(zhi)定、抓(zhua)(zhua)重(zhong)(zhong)(zhong)要(yao)(yao)政(zheng)(zheng)策統籌、抓(zhua)(zhua)創(chuang)新工(gong)(gong)(gong)程策劃、抓(zhua)(zhua)重(zhong)(zhong)(zhong)點(dian)人才(cai)(cai)(cai)(cai)(cai)(cai)培養、抓(zhua)(zhua)典型案例宣(xuan)傳。此(ci)外(wai),動(dong)員和(he)發揮工(gong)(gong)(gong)會(hui)、共(gong)青團(tuan)、婦(fu)聯(lian)等群團(tuan)組(zu)(zu)織(zhi)(zhi)(zhi)聯(lian)系(xi)服務(wu)人才(cai)(cai)(cai)(cai)(cai)(cai)的橋梁紐帶作(zuo)(zuo)用,推動(dong)黨的干部(bu)(bu)工(gong)(gong)(gong)作(zuo)(zuo)、組(zu)(zu)織(zhi)(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)和(he)人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)“三輪”驅動(dong),整(zheng)合各方(fang)面(mian)力量共(gong)同做好(hao)人才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)。
多措并舉推進人才引進機制
